Petition for Climate Justice and Land Security in Kasese District

Introduction
Kasese District sits at the frontlines of Uganda’s climate crisis. From destructive floods in the Nyamwamba and Mubuku river valleys to recurrent landslides in the highlands of Bulembia and Kyondo, climate-induced disasters have become more frequent and more deadly. Communities that once thrived on agriculture and livestock now face uncertainty, loss of shelter, and threats to food security.
Climate change has not only degraded the land, it has deepened long-standing land conflicts. As rivers burst their banks and landslides erode boundaries, families are pushed into contested territories. With no clear policies on climate displacement, thousands are now caught in overlapping claims, evictions, and cycles of violence.
Without urgent action, the convergence of climate change and unresolved land injustice could spiral into a deeper humanitarian and ecological crisis in Kasese and beyond.
We, the undersigned, therefore demand a climate-responsive approach to land governance, conflict resolution, and community protection.
Our Demands: A Four-Point Climate Justice Agenda
Climate-Sensitive Land Use Planning
We call for a comprehensive land use strategy that integrates climate risk mapping to protect ecologically sensitive zones, prevent settlement in high-risk areas, and guide resilient development.
Legal Recognition for Climate-Displaced Households
We urge the Ministry to formally recognize individuals displaced by climate events, ensure their access to safe land for relocation, and protect them from land-related exploitation.
A Climate Adaptation and Land Resilience Fund
We recommend a dedicated fund for high-risk districts to support emergency response, ecosystem restoration, resilient agriculture, and direct aid to victims of climate catastrophes.
Inclusive and Community-Led Governance
We demand meaningful participation of women, youth, traditional leaders, and vulnerable groups in all land policy design, conflict resolution, and climate adaptation planning.
Why This Matters
Kasese is a warning sign of what many other Ugandan districts may soon face. Climate change is no longer a distant threat. It is already displacing people, worsening land conflicts, and undermining peace. If we fail to act now, future generations will inherit broken systems, hostile lands, and deepened inequality.
