A National Climate Emergency Framework for Uganda

A National Climate Emergency Framework for Uganda is a policy proposal by CECIC Uganda calling for a coordinated, legally anchored and adequately financed national response to Uganda’s growing climate crisis. The framework responds to increasing drought, flooding, landslides, food insecurity and displacement, and proposes six pillars focused on emergency response, climate finance, just transition, community participation, youth and women’s leadership, and ecosystem protection.

The proposal provides practical recommendations for Government, Parliament, local governments, civil society and development partners to strengthen Uganda’s capacity to anticipate, respond to and recover from climate emergencies while building long-term resilience and climate justice.
